Level Upgraded Cities of Oromia
Resolutions Passed During the 3rd Ordinary Session of the 6th Fiscal Year of the 2nd Annual General Meeting of the State Council of Oromia:
The Oromia Regional State Government has been actively working towards achieving rapid, sustainable, and inclusive development through various development strategies and the establishment of effective organizations and procedures. As part of this effort, several cities have been established according to their developmental levels to facilitate urban development and benefit society. However, it is essential to review and improve the existing organizational structure to effectively manage the complexities of these cities.
To harness the opportunities and potential of these cities and ensure their comprehensive development with a common goal of achieving food security, the merger of certain cities has been undertaken. The administrative merger is as follows:
1. Bishoftu City, Dukam town, and the towns of Hiddii, Udee Dhankaakaa, and Dirree have been merged to form 3 townships and 10 districts.
2. Shashamannee City and Bishnupur City have been merged to form 4 city divisions and 12 districts.
3. Adama City and Wanjii City have been merged to form 6 city divisions and 19 districts.
4. Robe City and Gobba town have been merged to form 3 city divisions and 12 villages.
5. Maya City comprises Haramaya, Awwaday, and Adeellee towns, forming 3 townships and 12 villages.
6. Batu City is the result of the merger of Batu City and Adam Tullu town, forming 7 villages.
The purpose of this merger is to ensure that the cities can fully leverage their development opportunities and create development hubs to accelerate progress in surrounding cities and districts. Additionally, certain cities have been designated as responsible to the Regional Government to receive focused attention and play their expected roles in development.
The executive power of cities has also been improved to enhance the delivery of timely, efficient services and promote inclusive development. The following upgrades have been made:
1. Adama City, Shashamannee City, and Bishoftu City have been designated as Regiopolis Cities.
2. Robe City and Maya City have been classified as the Capital City.
3. Mattu City, Aggaaro City, Bulee Hora City, Najjoo City, Sandaffa Bakke City, Dodolaa City, Shano City, Moyale City, and Shaakkisoo City have been upgraded to Higher City status.
Furthermore, in response to demands for development, security, and good governance, a new district has been established in East Borana district to create efficient and effective administrative structures and provide accessible services. The newly reorganized Eastern Borana Zone, the 21st Zone of Oromia Regional Government, includes various districts from Borana, Guji, and Bale regions.
During a visit to Awwaday City, residents expressed concerns over the lack of infrastructure development, stable security, and economic growth in the city. The government emphasized its ten-year prosperity plan to uplift people from poverty to prosperity and called for support from all levels of society.
Various projects worth Birr 2.1 billion were launched in East Hararghe, including the construction of a cobbled road project and the Jima Market Center in Awwaday.
The delegation also inaugurated the construction of the Jima Market Center, a project valued at Birr 430 million, and highlighted the importance of security and rule of law in the community.
Maya City was established, comprising Haramaya City, Awwaday City, and Addeelle City, organized into 3 city districts and 12 villages. Maya town was designated as the capital city of East Hararghe, with a focus on well-planned development, economic growth, and industrialization.
The message conveyed was that love is the ultimate symbol of heroism, and the Oromo people will triumph through love.
